Benchmarking is a central evaluation process that brings to light the development of an evaluation system (Figari et al., 1994; 2006; 2014). The objective of this article is to characterize the dynamic dimension that defines it by observing the design stage of an evaluation framework carried out by a working group over two two-hour sessions. The analysis reveals the role played by both the experience and the evaluators'own background during the phase of developing the evaluation framework. Its identification makes it possible to bring elements of understanding on how the referents and referees co-constitute. A second dimension is analyzed: that of exchanges between participants. The methods of developing the repository are thus revealed and reflect the collective work of this collaborative assessment. This study is being carried out as part of an evaluation-intervention research project, the common project of which in the research and intervention spheres is to conduct a collaborative evaluation on the training system for firefighters from the Haute-Garonne department.
